Tax Gap of Heated Tobacco Products in Norway

In Norway, cigarettes and other tobacco products are subject to a specific tax based on sticks (cigarettes) or weight (other tobacco products). New tobacco and nicotine products (including HTPs) were introduced in the tax system in 2021, and the tax entered into force on January 1st, 2022 for heated tobacco.

As of 2023, the tax rates are as follows:

  • HTPs: 3.03 per gram of tobacco (net of the packaging)
  • Cigarettes: NOK 3.03 per cigarette
  • Other tobacco (e.g., pipe tobacco, fine-cut): 3.03 per gram of tobacco (net of the packaging)
  • E-liquids with nicotine: NOK 4.92 per milliliter
  • Other nicotine containing products: NOK 0.4648 per milligram (net of the packaging)
