Template for Effective Tobacco Control Legislation

A companion to the Essential Elements Series, this Template provides for the comprehensive regulation of tobacco and nicotine products and their devices based on provisions of the WHO Framework Convention on Tobacco Control (WHO FCTC), its implementation guidelines, and decisions adopted by the Conference of the Parties to the WHO FCTC.

The Template is intended as a guide or suggested framework to implement effective measures to reduce and prevent tobacco use and nicotine addiction. Countries enacting legislation based on the Template have the flexibility to depart from the text. Additionally, legal drafting expertise is necessary to tailor the Template to the legislative drafting rules and styles of a particular jurisdiction and the existing laws already in place.
