Governments have taken different approaches to regulating heated tobacco products (HTPs), including banning retail sales. This resource concentrates on common regulatory and drafting issues that arise when HTPs are permitted onto a country’s market. Prior to allowing HTPs onto a country’s market, governments should review their existing tobacco control laws to ensure those laws properly address HTPs, including the tobacco inserts (sticks, pods) and heating devices. Laws should be fully in line with the WHO Framework Convention on Tobacco Control (WHO FCTC), the Guidelines for implementation of the WHO FCTC, and decisions adopted by the Conference of the Parties to the WHO FCTC.
