Campaign for Tobacco-Free Kids Honors Uruguay’s Former President José Mujica and His Legacy of Public Health Leadership

WASHINGTON, D.C. – May 14, 2025 – The Campaign for Tobacco-Free Kids mourns the passing of former Uruguayan President José Mujica, who died on May 13, 2025. President Mujica was a passionate advocate for public health and played a key role in advancing tobacco control in Uruguay and globally.

During his presidency from 2010 to 2015, Mujica continued and strengthened Uruguay's leadership in tobacco control, building upon the foundation laid by his predecessor, President Tabaré Vázquez. Under Mujica's leadership, Uruguay implemented some of the world’s most effective tobacco control measures including a comprehensive ban on tobacco advertising, promotion, and sponsorship that outlawed tobacco product displays at places where tobacco is sold, among other measures. These actions brought Uruguay in line with the World Health Organization Framework Convention on Tobacco Control – a global public health treaty - making the country a global model for tobacco regulation.

President Mujica also demonstrated determined leadership in defending Uruguay's right to protect public health when Philip Morris International filed a lawsuit against the country, challenging its tobacco control laws. Despite international pressure, Mujica's administration, with support from global public health advocates, stood firm in defending the nation’s sovereignty and public health. In 2016, the International Centre for Settlement of Investment Disputes ruled in favor of Uruguay, a landmark victory for public health and national sovereignty.

With Uruguay’s leadership in tobacco control as an inspiration, all other South American countries went on to pass strong laws banning smoking in indoor public places.

Beyond tobacco control, President Mujica was known for his humility, integrity, and steadfast commitment to social justice, which earned him admiration far beyond Uruguay’s borders. His legacy as a leader who prioritized the well-being of his people over commercial interests continues to inspire
