If you don’t like cigarette tax, don’t smoke

Tax is not the right term for what is actually an ‘assessment’ on tobacco users by the state. This is an effort to recover some of the millions of dollars in health care expenses caused by the effects of this addictive product. Unfortunately, ‘tax’ is the only term available in our legislative dictionary. Since ‘tax’ seems to be the required term, I should point out that it is one of the few taxes that a person can choose not to pay.

Raise cigarette tax for health

It's true that raising the cigarette tax in Nebraska would raise revenue at a time when state officials are trying to cope with a revenue shortfall. But that's hardly the only reason for raising the tax. One of the best arguments in favor of boosting the cost of a pack of cigarettes is that it will improve health.

Gloor’s proposal deserves serious consideration. The health benefits alone to Nebraskans would be enormous. If people were discouraged from smoking by the higher price of cigarettes, that would be good for everyone’s health. And while a tax of $1.99 per pack may seem excessive, in comparison to other states it isn’t.

Smokers will burn over this idea: Taxes on cigarettes and most other tobacco products would go up under a proposal by State Sen. Mike Gloor of Grand Island, Neb. Gloor's proposal, to be introduced Tuesday, would generate about $73 million in additional revenue each year. He plans to use the money to offset anticipated cuts in a state program to lower tobacco usage and in payments made to private providers of health care and human services.

Gloor will introduce a bill to raise the state's cigarette tax from the current 64 cents a pack to $1.99. "I see it as a health bill," Gloor said, noting that the tax is likely to stop some people, such as youngsters, from starting smoking and motivate others to quit. The new revenue would be used to prevent the Medicaid provider payment cuts, would prevent the shift of $500,000 of cigarette tax revenue used for smoking cessation programs and would be used to shore up the general fund.
