Engagement and Outreach Consultant, Indiana

Raise it for Health is a campaign led by public health groups, community organizations, business and health care organizations and citizens in Indiana concerned about the broad economic and health impacts of Indiana’s high tobacco use rates.

Indiana has one of the highest smoking rates in the nation. As a result, we have increased healthcare costs, higher insurance rates, lower productivity and higher rates of absenteeism. These impacts from smoking cost American businesses between $97 and $125 billion every year. Substantially reducing tobacco and e-cigarette usage in Indiana would not only save Hoosier lives, but would improve our economic competitiveness, increase the productivity of our workforce, and dramatically reduce health care costs.

The Raise it for Health Campaign is working to raise the age of tobacco and vape purchase from 18 to 21 years of age, significantly increase the price of tobacco and vape products in Indiana, and increase funding for tobacco prevention and cessation programs. By encouraging smokers to quit and giving them the help they need, Indiana can make its workforce healthier and more productive. The Indiana Engagement and Outreach Consultant will play a critical role in recruiting additional stakeholders, training them to become effective messengers, working to mobilize concerned Hoosiers around the issue, and educating policy makers and other influential parties about the importance of addressing tobacco and e-cigarette use.


  • Working with Campaign for Tobacco-Free Kids leadership, the consultant will work to expand the organizational support of campaign activities focusing on recruiting new members from the business, health care and public health communities.
  • Implement grasstops and grassroots recruitment and engagement strategies.
  • Identify, recruit and train high-level spokespersons to become effective messengers on the issue of reducing tobacco and e-cigarette use in Indiana.
  • Work with individuals from current and newly recruited member organizations to develop effective messaging skills around our core issues.
  • Engage those key messengers in media and community events, town halls, letters to the editor, op-eds, and other opportunities to effectively educate Hoosiers about the need to address tobacco and e-cigarette use in Indiana.
  • Collect stories of people and businesses impacted by tobacco and e-cigarettes and create ways to draw attention to those stories.
  • Engage current membership of existing smoke-free database and recruit them to participate in earned media opportunities, to share stories and to educate elected officials and the general public on the importance of addressing tobacco and e-cigarette use in Indiana.
  • Engage legislators, partners, and other stakeholders on social media platforms, e-newsletters and other communications platforms.

Key Requirements:

Note: This opportunity will entail significant volunteer outreach, with specific deliverables for recruitment, training, and engagement of issue-specific messengers in earned media events, op-eds, LTEs, etc. The consultant’s ability to motivate people to speak up and show up, engage with community and business leaders, and track a successful record of volunteer recruitment, are key requirements. Also, the ability to train volunteers to be the spokespersons and leaders is vital. Additional requirements include:

  • Demonstrated volunteer recruitment and engagement experience.
  • Successful electoral or referendum campaign experience. *
  • Legislative and/or issue advocacy experience. *
  • Experience and comfort working with political and business leaders in Indiana.
  • Ability to work well with diverse coalition partners.
  • Excellent communication skills.
  • Demonstrated experience training individuals on campaign messaging.
  • Earned Media & online organizing experience.

* While legislative, election, and campaign experience are helpful, the consultant will not engage in any lobbying or electoral activity.

Other Requirements:

The consultant must be able to commit to the goals and timeline of the project and be self-motivated to achieve goals. This is an excellent opportunity for an experienced, committed organizer with a proven track record of community engagement. Some regional in-state travel will be necessary. The Consultant will receive a negotiated compensation package to include stipend paid for mileage, cell phone and other support. The consultant’s work and performance will be reviewed, supervised and approved by the Director of Advocacy, Northeast Region, Campaign for Tobacco-Free Kids.
