Director of Capacity Strengthening and Training

The Global Health Advocacy Incubator (GHAI) provides strategic support to advocates working to enact and implement laws that save lives, and is a leading policy advocacy voice on a range of issues including food policy, road safety, cardiovascular health, drowning prevention, civil registration & vital statistics, preventing epidemics, and maternal and reproductive health, among others. Our history is rooted in one of the most successful public health campaigns — tobacco control. Building on the successes and lessons learned in the global fight against tobacco deaths, the Campaign for Tobacco-Free Kids launched the Global Health Advocacy Incubator in 2014 to strengthen advocacy capacity to improve public health around the globe using a locally-led approach that is adaptable to culture, political context and issue area. 

Position Overview

GHAI seeks an experienced leader to design and oversee our efforts, across all its global programs, to strengthen the advocacy capacity of grantees and local partners who drive progress for country-level policy change on multiple public health issues. At the heart of the GHAI approach, is a commitment to locally-led advocacy tailored to country context and to building  the advocacy capacity of local partners as the most effective way to achieve sustainable policy progress. To this end, GHAI works to optimize the strengths of local partners and address gaps in knowledge and expertise. Local partners learn and lead with support from GHAI and its efforts to share strategies, experience & tools from years of work with advocates around the world.

The Director of Capacity Strengthening will work with local partners, under the auspices of various program teams, to assess their needs and strengths, develop advocacy capacity strengthening plans, trainings, and skills enhancement activities, conceptualize strategic advocacy campaign plans, and monitor progress. The Director must have a deep understanding of advocacy strategies, what it takes to create successful and sustainable policy change and be able to adapt that knowledge to different political contexts and systems. She/he/they will  create training tools and materials to support advocates, anticipating and addressing the needs of local partners, and provide ongoing technical assistance .

In addition to their GHAI partner capacity-strengthening and training responsibilities, the Director will work with GHAI leadership to scope and launch new advocacy programs, position the organization as a public health advocacy thought leader and raise the visibility of the GHAI’s impact.

The Director reports to the Senior Vice President of GHAI and works with the GHAI & CTFK staff in DC, in-country staff, and key global and in-country partners to strengthen capacity to promote policy change wins on key public health issues. He/she/they will supervise a Program Assistant and manage consultants/contractors as necessary. The position is based in Washington, DC and is open to U.S. citizens and other applicants who already possess U.S. work authorization. This is a DC office-based position working a hybrid schedule. Full Covid-19 vaccination (including booster shots) requirement for all employees.

Primary Responsibilities

Strategic Leadership to develop GHAI Capacity Strengthening Approach  

  • Review and refine existing capacity strengthening efforts to increase partner impact and work with program leads to articulate an overall vision for the capacity and sustainability efforts across all programs;
  • Based on participatory review of existing efforts, develop and implement a capacity strengthening program;
  • Review and integrate best practices to articulate capacity strengthening strategies and approaches across three domains: technical capacity, advocacy capacity and organizational development capacity in order to enhance sustainability and strengthen the ability for local groups to lead and sustain in-country public health policy efforts;
  • Design and facilitate participatory learner-centered advocacy training;
  • Establish a system to regularly evaluate capacity efforts through partner surveys and focus groups; determine key metrics to track success;
  • Identify training and capacity strengthening needs, in partnership with local organizations, and develop action plans that enhance the capacity of local organizations and coalitions to design and implement advocacy campaigns in public health;
  • Document GHAI’s capacity strengthening approach and work with team to develop and disseminate case studies and thought pieces on our capacity-strengthening work and that of our partners; and
  • Establish the organization as a thought leader in public health advocacy by participating in public forums, and meeting with potential new partners, to help tell the GHAI story.

Support GHAI Programs to Develop, Implement, and Evaluate Capacity Strengthening Strategies  

  • Based on assessment of needs and strengths from each policy program, adapt existing and/or create new training materials (manuals, workbooks, facilitator guides) and curricula, in collaboration with content experts;
  • Work with in-country consultants and local partners to identify in-country resources (organizations or individuals) to complement GHAI training and support;
  • Identify in-country training facilitators and design and implement train-the-trainer courses to provide expanded country-based advocacy and other training;
  • Provide technical assistance to GHAI staff and partners on the development of agendas and materials that are tailored to the needs of advocates working at the country level; and
  • Hire and supervise staff and consultants as needed. 

Support and Contribute to the Conceptualization and Launch of New Programs  

  • Assist in developing proposals for new funding and support strategies to increase brand awareness by presenting in public forums and meeting with potential funders;
  • Assist in design, development, start-up, and initial management of new GHAI programs, as well as plans for long term program management and implementation.
  • Working with colleagues in communications, legal, and grants, help on-board and train new staff in GHAI’s overall approach to capacity building. All new global staff will have a standardized orientation to ensure consistency and quality across all programs;
  • Work with new program leads to conceptualize capacity strengthening elements of new programs and conduct initial partner capacity assessments to have a baseline assessment and to determine support needs; and
  • Write project reports, document results achieved, and incorporate best practices for advocacy, as well as training and capacity strengthening into new projects to ensure the application of GHAI approach and best practices.


  • 5-7 years relevant experience developing tools for and implementing advocacy capacity assessments, capacity strengthening plans, and advocacy trainings. Experience in organizational capacity strengthening a plus.
  • Knowledge of and experience designing, planning, and executing policy advocacy campaigns;
  • Commitment to advancing public health and a locally-led approach to public health advocacy;
  • Experience presenting advocacy and capacity strengthening approaches to potential funders and developing proposals for new work;
  • Ability to conceptualize structure and management of new programs and initiate implementation of the plan.
  • Experience working at the international level and in cross-cultural settings with dispersed teams, experience with country-level policy change campaigns preferred;
  • Bachelor’s degree in public policy, communications, public health, or other relevant field (Master’s degree preferred); and
  • International travel is required (once deemed safe) up to 25%
  • Fluency in English required, proficiency in an additional language skill strongly desired.
