Legal Advisor

The Global Health Advocacy Incubator (GHAI), a program of the Campaign for Tobacco-Free Kids, draws on lessons from tobacco control and its growing experience on other public health issues to support policy change campaigns around the globe to improve health. To date, that work includes food policy and cardiovascular health, road safety, drowning prevention, preventing epidemics, and vital statistics.

GHAI is seeking a Legal Advisor to support a broad agenda to promote healthy food policy and to protect the right to food, in multiple countries. As part of the Bloomberg Philanthropies Food Policy Program (FPP), GHAI supports civil society organizations to pass and implement key policies to develop healthier food environments, including: taxes on unhealthy food and beverage products; mandatory front-of-package nutrition warning labels; restrictions on marketing of unhealthy food products to children; and regulating the supply of unhealthy products in public sector environments, particularly schools. GHAI is also a partner on Resolve to Save Lives (RTSL), an initiative of Vital Strategies that seeks to prevent millions of deaths from cardiovascular disease through regulations to ban industrially produced trans-fatty acids (TFA), sodium reduction strategies, and other policies.

Position Overview

The Legal Advisor will join a growing and dynamic team supporting advocacy campaigns focused on healthy food and nutrition policies in both the FPP and RTSL programs. Primary responsibilities include conducting legal analyses of public issues, and developing legislative, regulatory and litigation strategies to support advocacy efforts. The Legal Advisor should have extensive knowledge of public health legal issues, and prior experience in policy advocacy campaigns. Experience working on non-communicable disease policies is desirable, as well as a strong track record of working with a range of stakeholders, across multiple countries. This position is based in Washington, DC and is open to U.S. citizens and other applicants who possess authorization to work permanently in the U.S.

Key Responsibilities

  • Develop and implement legislative, regulatory, and litigation strategies to support healthy food and nutrition policy advocacy
  • Conduct legal analyses of existing or proposed legislation, regulations, and other initiatives at the national and/or subnational levels; assist with drafting or modifying legislation or regulations, as needed.
  • Support and provide technical guidance to efforts undertaken by country-level legal teams, including gathering of evidence and background research.
  • Provide analysis and support on litigation involving food policy issues, and assist in retaining local counsel where necessary;
  • Respond to research requests for legal and policy advice from partners and GHAI staff;
  • Develop resource materials and tools relevant to advancing policy;
  • Contribute to planning and execution of workshops, seminars and other capacity building activities

Qualifications

  • Bachelor of Laws or Juris Doctor Degree (or equivalent) required; LL.M preferred
  • Minimum of five years of relevant legal experience.
  • Experience in legal analysis of public health issues, particularly in the area of nutrition and food policy. Experience in related areas such as non-communicable diseases, consumer protection, corporate accountability, human rights, and transparency in government would be a plus.
  • Excellent analytical skills and legal writing and research ability.
  • Ability to apply legal skills in an advocacy setting and using legal analysis to advance policy change objectives.
  • Experience working with non-governmental organizations and public interest groups on public policy initiatives.
  • Demonstrated excellence in communication and in working with peoples from diverse cultures and countries.
  • Ability to travel internationally, depending on circumstances.
  • Fluency in English is required; other language skills would be a plus.
