One Year assignment with possibility of extension

The Campaign for Tobacco-Free Kids (CTFK) is one of five coordinating partners for the Bloomberg Initiative for Tobacco Control. The aim of the initiative is to reduce tobacco use in low and middle-income countries, where more than two-thirds of the world’s smokers live. As part of this initiative, CTFK has established a global advocacy resource center to provide accurate public information about tobacco use and effective tobacco control interventions and to assist advocates with resources and technical assistance to achieve policy change. These resources include policy, research, communications, legal and grassroots expertise and support.

One of the legal resources developed and maintained by CTFK’s International Legal Consortium (ILC) is the website website is designed for advocates, researchers, legal professionals, and other members of the public interested in tobacco control to access information about tobacco control legislation and litigation worldwide. It contains laws and judicial decisions from around the globe, together with in-depth analyses of tobacco control policies from over 100 countries.

The legal consultant will be responsible for analyzing legislation in relation to the policies called for in the World Health Organization Framework Convention on Tobacco Control (WHO FCTC)and its Guidelines. This is a one year contract with a competitive salary and the possibility of an extension.


  • Understand the requirements and recommendations of the WHO FCTC and its Guidelines.
  • Analyze various countries’ legislation relating to key policy areas to be uploaded to
  • Work directly with ILC lawyers to ensure that the legislative analyses are completed in a comprehensive and consistent manner.
  • Complete other tasks as needed relating to


  • A minimum of a Juris Doctor degree (or the equivalent first level legal degree awarded by a law school accredited by the national authority responsible for accreditation).
  • A minimum of 3 years of relevant legal, legislative and international experience in tobacco control, public health, environmental, consumer, human rights, or similar legal fields.
  • Experience in international law is a plus.
  • Excellent analytical skills and legal writing and research ability.
  • Exceptional attention to detail in all areas of work.
  • Demonstrated excellence in communication and in working with peoples from diverse cultures and countries.
  • Proficiency in a second language is a plus but not required.
  • This is a telework position requiring independent work in a location outside the office, with consistent communication and compatible computer and internet access.
