Program Officer China (Position based in Beijing, China)

The Program Officer will serve two public health programs of the Tobacco-Free Kids Action Fund (TFKAF)’s Beijing Representative Office: road safety and tobacco control. TFKAF is a leading civil society organization dedicated to the fight to reduce tobacco use and its deadly toll in the United States and around the world. It also seeks to build advocacy capacity to advance broader public health goals, such as promoting road safety and cardiovascular health.

The Program Officer (PO) will be responsible for providing technical support to partners and grantees in China, coordinating grantee activities to ensure program effectiveness and synergy, and participating in relevant meetings and local events. Qualified candidates will understand and have proven experience with policy development or policy promotion, and will be a strategic partner to grantees, partners, and funders in promoting road safety (70 percent) and preventing the devastating health impacts of tobacco use (30 percent).


The ideal PO should have experience working with the government of China (national and subnational levels), and understand the policy-making process. The candidate will ideally have a background in public health or public policy, and the proven ability to develop and work in partnership with multiple stakeholders. This is a full-time position (20 to 22 days each month for 12 months) and will be based in Beijing.

Primary Duties

  • Track and monitor developments regarding road safety and tobacco control measures in China;
  • Engage with grantees through situational analysis and strategic development.
  • Provide hands-on insights in the China context on challenges, pitfalls and opportunities to TFKAF, partners and grantees;
  • Share and disseminate information that is culturally and socially relevant to TFKAF, partners and grantees
  • Suggest strategies (direct contact, media, etc.) for providing evidence and best practices to support government officials and policy makers,
  • Facilitate meetings with grantees and partners for joint strategy formulation and execution.
  • Identify new and dynamic organizations to advance road safety and tobacco control efforts in China,
  • Participate in weekly meetings with external partners. Help organize workshops, trainings and meetings, and take on other duties as needed;
  • Travel internationally and domestically as required; and
  • Perform any other task that may be assigned by the Managing Director and Country heads.
  • Bachelor Degree or Master’s degree (preferred) in public health or public policy, law degree or other related degree with international focus highly desirable.
  • A minimum of 7 years of professional experience coordinating and managing a wide variety of projects including advocacy or policy change.
  • Strong understanding of political and media environments.
  • High Level of English and Mandarin proficiency both oral and written communication skills (Mandatory).
  • Ability to work in a fast-paced, team-oriented environment while juggling multiple projects and deadlines.
  • Interest in public health, commitment to public interest work and or public health preferred.

Reporting: At the end of each month, PO will provide a monthly activity report detailing specific activities, meetings attended and other details in accordance with the position’s primary duties.


  • Ability to communicate complex issues in a concise, compelling, and easily understandable manner both verbally and in writing.
  • Strong interpersonal and organizational skills.
  • Proven ability to work effectively and collaboratively as a member of a dynamic and dispersed team.
  • Ability to work effectively and to report and communicate regularly and promptly with supervisor in a long distance management set-up.
  • A track record of working in an empowering and culturally sensitive style with an array of partners and stakeholders, and
  • Proven ability to translate organizational program strategies, priorities, plans and budgets into result-oriented action plans at country-level.
